DAVAO CITY – Department of Science and Technology (DOST) hailed Provincial Science and Technology Director (PSTD) Marcelo G. Miguel as the nation’s Most Outstanding Provincial S&T Director during the awarding ceremony on Dec. 13, 2016.

Being in the government service for 25 years as a stalwart supporter in the agriculture sector and had expanded overwhelming improvements in the economic and agriculture activities in the province, Engr. Miguel bested other 82 other Provincial Directors with 7 finalists including him who made it to the final round and bagged the prestigious award as the Most   Outstanding Provincial S&T Director.

 “This award overwhelmed me,” said Engr. Miguel during the recognition.  “I did not expect this award. I just did what I think was best for the office,” he added.

Engr. Miguel narrated that he took up engineering and dreamt to be a scientist one day. His dreams and aspirations led him to venture to Department of Science and Technology where he was fortunately appointed as Provincial Director of PSTC Isabela 25 years ago. In here, he was given the chance to share all the knowledge he learned as an engineer and became a scientist in his own as well.

Through his leadership as Provincial Director, PSTC Isabela has been assisting various stakeholders and they are in close coordination with them with the different programs and projects they are implementing. The projects, he said, include the SETUP program, Ceramic Water Filter, SMARTER City project, S&T Caravan, NOAH project, artificial insemination of goat and production of chevon products and the like.

“Isabela State University has been a constant partner of DOST Isabela in its various activities. The Equipment Manufacturing Cluster Center Inc., a group of stakeholders in equipment manufacturing which aims to boost the equipment manufacturing center in the region, has been very helpful”, shared PD Miguel.

Engr. Miguel believed that through these programs and projects which make up the various endeavors of the provincial office to deliver quality service to the people, we will be able to let them feel the innovations of science.

He affirmed that through hard work, commitment and being passionate to your work, you can achieve everything not just awards but growth and self- fulfillment as well. Also, he recognized the collaborative efforts of the team which is also an important factor to consider to be able to receive an award. 

Meanwhile, Mr. Bernardo T. Caringal of PSTC-Marinduque landed as the 1st runner-up because of his strategic mindset and strong linkages to the communities in his province. Mr. Virgilio M. Fuertes of PSTC-Bukidnon, was awarded as 2nd runner-up due to his ardent support to the indigenous peoples of Bukidnon and enabling MSMEs to adopt appropriate DOST S&T services.
